Iran’s Fifty-year Plan to export the revolution and spread Sheism Source: The league of Ahl-Assunah in Iran Date: 1 Ramadan 1418 London Office - Britain 30/12/1997 “In the shade of the Islamic conference held in Tehran” The league of Ahl-Assunah in Iran –London office- publishes this top-secret letter from the Cultural Revolutionary Shura Council to the mayors of the states. The text is on a level of clarity that needs no further explanatory comments, therefore we only added a few necessary comments. The implementation of these protocols in the Sunni regions of Iran and the neighbouring countries is a confirmation of the contents of this letter, and a further confirmation to what we have been warning against for long time. The Contents There is no doubt that if we are not capable of exporting our own revolution to the neighbouring Islamic countries, then their culture which is mixed with the western culture will attack us and be victorious on us. And as we have achieved –with the blessing of God and the sacrifice of the brave nation of the Imaam – an Ithnai-asha-reiah (referring to the twelve Imams) state in Iran after many centuries of struggle, we therefore carry a serious and a heavy duty in exporting our revolution. And we have to admit that our government, in addition to its task in preserving the independence of the country and the basic rights of the people, is a Shia’ government, for that we have to give exporting our revolution a top priority. But because of the current global situation, and the present international laws, it is not possible to simply export the revolution, for the major destructive risks that we might encounter. Therefore, and after three sessions and with the consensus of nearly all the attendees and the committee members, we have set a Fifty-year plan, which comprise five phases, each of ten years, to export the Islamic Revolution to every neighbouring country, so that we can first unite Islaam. Because the hazards facing us from the Wahhabi and Sunni rulers are by far greater than those from the east or the west. Because those Wahhabis and Sunnis oppose our movement and they are the genuine enemies of the rule of the Faqeeh and the infallible imaams, to the extent that they consider recognizing the Shia’ school of thought as the states official school of thought they consider it a herecy. By doing this, they have split Islaam into two contradicting branches. On the above basis, we have to expand our influence in the Sunni regions inside Iran, especially in the borderline cities, and to increase the number of Shie’ mosques and the Husainiyat, and increase our celebrations more than ever before and take them more seriously. And we have to facilitate the immigration of Shia’ from the inner cities and villages to the towns with 90-100% Sunni population. And the state has to put those new immigrants under its direct protection, in order to take the administration of these towns and their cultural and social centres away from the previous Sunni citizens. The plan that we have drawn to export the revolution –contrary to what many experts might say- will pass quietly and without blood shed or even a slight reaction from the superpowers in the world, and the money spent on that cause wont be money with no return. We know that to firmly establish a state and to protect any nation, three things have to be the basis for that: - The first: - The power that the ruling authority has. The second: - The knowledge and wisdom that the scholars and scientists have. The third: - the economy, controlled by those who possess the capital wealth (capital-owners). If we are able to shake the main-body of these governments, by creating disputes between the rulers and the clergymen and attract the capital-owners of those countries into our country, or to any other country in the world, we would no doubt have achieved a tremendous success, because we would have cut them off the three above mentioned elements. As for the rest of the population which make about 70-80%of the total population of every country, they are the followers of power and the rulers, and their main concern is their daily life matters, for that, they will defend whoever has the power. And as they say “to mount the top of any roof, you have to climb the first step ………………………Rugerdy (one of their Ayatullah) And our Sunni and Wahhabi neighbours are: - Turkey, Iraq, Afghanistan, Pakistan and a number of states in the southern regions and the entrance to the Persian Gulf. These countries seem united, but in fact they are not, and the gulf region has always been of great importance in terms of oil, and a highly sensitive area. And the rulers of these states enjoy the highest standards of living as a result of selling oil, their palaces have been built away from the city centres, in the most luxurious fashion, which will enable them to live in it for lengthy months without the need to communicate with the cities. The people of these countries are of three categories: - The first: - The Bedouins and the dessert dwellers, and they have been living in these areas for centuries. The second: - Are those who immigrated from the ports and islands that are considered part of our land nowadays. Their immigration started during the reign of Ash-shah Ismael as-Safawi and continued in the reign of Nadir Shah Afshar and Karem Khan zind and the Kajari kings and the Pahlavi dynasty. And a few immigrations since the beginning of the Islamic revolution. The third: - Are from the Arab countries and the inner cities of Iran. The business, import/export and construction companies are controlled mainly by other than the original inhabitants of the country, and the people of the inner parts of the land rely on the return of their buildings and buying and selling land, and the relatives of the Princes and rulers live on the income from selling oil. The social and cultural corruption and the non-Islamic way of life are apparent, and the majority of the population indulges in these sorts of activities and depravities. And large number of them have bought flats and company shares and have moved their capital to America, Europe Japan, fearing the uncertain future of their countries. Our control over these countries means our control over half of the world. To achieve this Fifty-year plan, we first need to improve our relations with the neighbouring countries, and there has to be some mutual respect and strong friendly ties between them and us. We will even improve our relations with Iraq after the war and the downfall of Saddam Hussein. And once we have normal cultural, political and economical relations between them and us, a number of Iranians will immigrate to these countries, and through them we can send a number of our agents as working immigrants, who will truly be working with our regime. Don’t think that fifty years is a long time, the success of our revolution required twenty years. And the influence of our Madhhab (i.e. Sheism) in a lot of these countries wasn’t the result of a two-day plan. We didn’t even have simple clerks, let alone ministers or deputies and leaders, even the different Wahhabi, Shafei, Hanafi, Malaki and Hanbali schools of thought used to consider us apostates and have repeatedly carried out mass slaughtering of Shia’. It is true that we were not there on those days, but our ancestors were, and our life today is the fruit of their ideas, conceptions and efforts, and may be we are not going to be there in the future, but our revolution and believes will. It is therefore not enough to sacrifice our lives and our precious possessions for the sake of this religious cause, but, rather we need a carefully studied programme. And we have to develop plans even if they take five hundred years and not fifty years, as we are the inheritors of millions of martyrs, who were killed on the hands of false-Muslim devils (Sunnis) and their blood is running from the day the prophet died until this very day. And this blood will not dry until every Muslim test that Shia’s are the true inheritors of Islam. Phase I) We have no problem in propagating Sheism in Afghanistan, Pakistan, Turkey, Iraq and Bahrain, and the second ten-year-phase of the plan, will become the first phase for these five countries, hence our immigrants/agents in the rest of the countries will be responsible for carrying out three tasks: -
Phase II) Shia’s in these countries will have to respect the laws of those countries, and obey the rules and regulations, and they will have to get official permissions for building their mosques and Husainiyats and when organising for religious celebrations. These official licences will later on be used as official documents. To create free businesses, we have to consider the heavily populated cities in order to make it a topic of high level discussion. During these two phases our agents will have to acquire the citizenship of the countries they are residing in, by means of using their friends and giving out precious gifts, they also have to encourage the younger generations to join the armies of these countries and to work for the governments. In the second half of this second phase we have to secretly enrage the Sunni and Wahhabi scholars against the social corruption and the non-Islamic trends in these societies. This will have to be approached secretly and in an indirect way, by means of distributing critical and attacking leaflets in the name of some of the religious authorities and the religious personalities from other countries. This will no doubt instigate the majority of the population of these societies, and finally they will either arrest those religious personalities or they will deny all that has been published under their names, and the religiously practising people will strongly defend those leaflets. Suspicious incidents will occur in the countries, which will lead, to the suspension or the replacement of some of the previous government officials. These incidents will be the cause of distrust between the rulers and all the religious population in their countries, and will therefore stop them from propagating the religion and constructing mosques, and they will consider all the religious speeches and talks to be against them. In addition hatred will grow between the scholars and the rulers in those countries, even Sunnis and Wahhabis will lose their internal support and protection, and they will have no support what so ever outside their countries. Phase III) In the third phase, and when the friendship between our agents and the capital owners and senior officials is strengthened, and a lot of them have joined the army and the executive forces and they work very hard, and have no intervention with the religious activities, only then, they can draw the attention of the leaders more than ever before. In this phase, which will witness a lot of disputes and rows between the clergymen and the leaders, our leading scholars will have to declare their loyalty and defence towards the leaders of these countries during the religious occasions. And they will have to present Sheism as a madhhab possessing no threat to them. And if they can declare that to the people through the media in order to capture the attention the leaders, and hence win their trust and qualify for the governmental posts without fearing them or doubting them. In this phase, and with the changes that will take place in the ports, islands and the inner cities in our country, and with the bank accounts that we will create, there will be plans to hit the economies of the neighbouring countries. No doubt, that the capital owners, and in pursuit of security and profit will transfer their accounts to our country, and when we liberate the market and make everyone in our country free in their businesses and bank accounts, then their countries will welcome our citizens, and will give them all the economical facilities needed for investment. Phase IV) In the fourth phase, we will have countries, with conflicts between the leaders and the clergymen, the businessmen on the brink of bankruptcy and fleeing the country. The people will be anxious and confused and they will sell their properties half-price in order to leave the countries to safer places. Amid this anarchy, our agents and immigrants will emerge as protectors of the governments and leaders. And if the agents work vigilantly enough they will be able to climb to the leading posts in the armies and the governments, and they will narrow the gap between them and the ruling establishments and rulers. And from such high positions they can easily slander the rulers’ loyal servants, and show them as treacherous, and that will result in their suspension or dismissal and replacing them with our men. This operation will have two positive pays: -
Phase V) In the fifth ten-year phase, the atmosphere will be ready for the revolution, because we have taken away from them the three elements that contained security, tranquility and comfort. And the ruling authority will appear like a ship in the middle of a storm, which is about to sink, and will accept any suggestion to rescue themselves. In this period, we will suggest through well-known and trustworthy personalities, the establishment of a public council in order for it to tranquillize the situation, and we will give the rulers the supervision over the constituencies and enforcing the law and order in the country, they will obviously accept that. And our candidates will gain the majority of the seats in that council and that will lead to the fleeing of businessmen and the scientists even the loyal servants will flee their countries. And we will then be able to export our Islamic revolution -without war or shedding blood- to many other countries. Assuming that this plan does not harvest the required fruits in the last ten years, we can instigate a public revolution, and seize power from the rulers. Even if it appears that our elements –the Sheia’- are the people and citizens of these countries, we would have done our duty towards Allaah (God), the religion and our madhhab. And it is not one of our goals to appoint someone as the ruler of any country. Our goal is simply to export our revolution, then we can lift the banner of this divine religion, and present our awakening to the rest of the world. We will then advance to the world of disbelieve, and we will decorate the world with the light of Islam and the light of Sheism until the appearance of the longed-for al-Mahdi. This is one secret letter, Allaah has helped us to publish it, and there are other books, letters and researches, far more important than this, written by their senior clergymen and referees (e.g. a colleague of Khomainy called Ayatu-llah al-Burqu’e and many others) after they have rejected Sheism.
